General Meeting Cock-Up

An inaccurate declaration of results may mean that the first motion of the last fortnight’s General Meeting passed unconstitutionally.

The motion proposing a change to the University of Manchester Students’ Union’s constitution, “The Change We Need (to Union Council)”, needed a two-thirds majority in order to be passed.

However, members of the Union Executive called a meeting just a day after the motion was passed upon realising that the announced results, 227 votes for the motion, 73 against and 51 abstentions, did not constitute a two-thirds majority, falling short of this figure by a mere handful of votes.

The meeting had been riddled with mishaps with apparently no Union staff available in the beginning to actually count the voters, and some confusion about whether those abstaining from the vote were meant to hold their hands up alongside and be counted with those voting “No”.

Immediately after the vote was taken new Chair of Council Jonty Pryor announced that the vote had passed, causing euphoria from the motion’s supporters. Motion seconder and UMSU General Secretary Rob Pinfold was even seen leaping into the arms of motion proposer and UMSU Academic Affair Officer Chris Jenkinson in excitement.

One member of Union Council who wanted to remain anonymous said it was the Chair of Council who was at fault: “The chair cocked up. He could have done with more training beforehand – he’s only human.”

The Council member dismissed the idea that political motivations influenced the motion’s passing, yet hinted at a link between the motion not being revoked and Pryor being a member of the Labour Club as it was “Labour and Lib Dem campaigners [that] promoted the motion”.

“The way that the situation is being dealt with is political,” he said. “If the vote had not passed, the proposers would have called for a recount, but no one in the meeting [called for a recount] because the people who want this change are willing to overlook this procedural ambiguity.”

Chris Jenkinson was quick to deny any accusations of impropriety: “It’s not really political,” he said. He explained that he and seconder Rob Pinfold were not abusing any privileges and that according to the Union Constitution, as with any constitutional disputes, the Chair of Council can decide whether to go ahead with what was announced or decide to revoke the motion. If Union Council disagrees with the Chair’s decision, it may be overruled by a two-thirds majority vote at Council.

However, Jonty Pryor insisted that the motion was passed in a legitimate manner, and that “73 is the number of people who voted against AND abstained”, meaning that the motion would have passed with a 76% majority, although these are not the figures noted by members of Union permanent staff.

The motion called for a scrutiny committee designed to hold each Union Sabbatical Officer to account and the removal of positions such as “Services Secretary” and “Student Direct Secretary” from Union Council, to be replaced by an increased number of general members.

Union Council will meet this Tuesday to decide on the fate of the motion.
