Only those who don’t want cleaner air, fewer traffic jams or better public transport will vote “No” to the congestion charge. Student Direct’s Charlotte Sivvery explains why you’d be mad not to vote ‘Yes”.
Do you oppose cleaner air? Do you like sitting in traffic jams? Do you oppose the investment of £3 billion into Greater Manchester’s public transport system? Then vote “NO” to the congestion charge.
Seriously, who thinks like that? Many people are sceptical about the new proposals because, let’s face it, nobody likes an extra tax, especially not in times of recession. But wait a minute – have you considered the benefits? Do you even know if you would have to pay the charge? Chances are that you won’t.
First of all, the charge won’t even be brought in until 2013, which is after the improvements to public transport are up and running. This means people who currently drive to the city centre from places like Rochdale will be able to switch to public transport before the congestion charge comes in.
Being a Bury girl, I have always been a big fan of the Metrolink. A bus from Bury to Manchester city centre will take an average of one hour due to the congestion on our roads. A Metrolink on the other hand will take 25 minutes. Other parts of Greater Manchester could soon benefit from such efficient transport.
Under the new proposals, over 30 miles of new Met tracks will be put in place, meaning that commuters from Rochdale and Oldham will be able to choose the network. Suburbs like Chorlton will also be accessible on the Met, meaning you could get into the city centre in less time than it takes to cook a pizza, instead of sitting on the number 86 for half an hour.
There would also be more bus routes, doubled capacity on trains and refurbished stations. 200 new school buses would mean fewer parents would have to do the school run, leading to even less cars on the roads around peak times.
Big companies such as Kellogg’s have been vocal in opposing the congestion charge and have encouraged their workers to vote “No”. Kellogg’s might argue that it is acting in the interests of its workers, but I wouldn’t be so sure. I wonder, how many of their employees actually drive to work? Certainly, many people on lower incomes use public transport already, so improved bus and Met services could only be a positive step.
It is also worth mentioning that the charge will only operate during peak times and only on weekdays. Furthermore, you will only get charged for crossing the boundaries, NOT for simply being within the congestion zone. So if you are only driving within the congestion zone, you will not be charged. Nor will those who live in the city centre but work on the outskirts: if you are travelling out of the centre in the morning and back into the centre in the evening, the charge will not apply.
One major reason we should all vote yes is because of the obvious benefits to the environment. Anyone who has ever lived in Rusholme will have experienced the pollution caused by congestion on our roads. You can even see the filth caused by fumes on windows all along Wilmslow Road. Something needs to be done to get people out of their cars and onto public transport.
It’s simply a matter of changing our habits. 10 or 15 years ago nobody really bothered recycling. Now it’s pretty much the norm and binning items that could be recycled carries a certain social stigma. Hopefully, in the future, the same will apply to unnecessary car journeys. People should start to ask themselves: “Do I really need to drive to work?” In many instances, the answer is probably “no”. Who really wants to waste time sitting in traffic jams before and after work anyway? It just adds to the stress of the working day. Surely it would be much better to arrive at work relaxed after having spent a train journey reading the paper.
In recent years, Manchester has done a fantastic job of regenerating itself. In the space of two decades it has been transformed from a city of post-industrial decay to an economically thriving, cosmopolitan city. A good city needs an efficient and forward-thinking public transport system. Just look at places like Amsterdam. The new proposals provide us with the perfect opportunity to put such a system in place and will also mean that thousands of jobs will be created in Manchester, which can only be a positive thing given the difficult financial times ahead. The congestion charge is a fantastic opportunity for Manchester.
If we vote no, there may not be a second chance.
*Charlotte Sivvery clearly feels very strongly about this issue but unfortunately lost her ballot paper on the Christmas market after drinking mulled wine. She is therefore hoping that this article will inspire many more people to vote ”yes” as she feels very guilty about not being able to vote.
